The selection process consisted of two stages.

From October to November 2007, 361 economists in Italy, Europe, Israel, the United States, and Canada submitted their nominations by indicating their preferred Italian economist under 40.

The selection committee chaired by Domenico Siniscalco (President of the Collegio) and coordinated by Pietro Garibaldi (Director of the Collegio) has selected the winner. The members of the selection committee are:
